Appeal by non-Singapore Citizens to Apply for Certificate of Clearance.
Applicants who are non-Singapore Citizens
Non-Singapore Citizens may only apply for a COC after making a successful appeal. To appeal, please select Appeal by non-Singapore Citizens to Apply for Certificate of Clearance and complete the online appeal form together with submission of the required documents. The processing time from receipt of appeal with full documentation, to approval of the appeal is at least 7 working days. The processing time will be longer if the documents submitted for the COC appeal are incomplete or do not meet the requirements as clarifications would be needed. Upon approval of the COC appeal, the applicant may proceed to apply for a COC via the same e-service.
Applicants who are non-Singapore Citizens residing in Singapore
For non-Singapore Citizen residing in Singapore, you will receive a notification to book an appointment to have your fingerprint impressions recorded at Police Cantonment Complex, upon submission of the COC application following a successful appeal. The COC will be issued to you upon recording of your fingerprint impressions at Police Cantonment Complex.
Non-Singapore Citizen Applicants residing overseas
For non-Singapore Citizen residing overseas,you will receive a notification to mail his/her original fingerprint impressions to COC office, upon submission of the COC application following a successful appeal. You are required to have your fingerprint impressions recorded at an authorised institution in the applicant’s country of residence (such as police stations) and mail the original fingerprint impressions along with his/her COC application receipt to COC office. Upon receipt and verification of your fingerprint impressions, the COC will be mailed to the postal address as indicated by you in the online application form. You are advised to consider the time needed for mail delivery which would vary depending on country of residence.

Please note that the general processing time above excludes the time taken for mail delivery of the COC to the applicant’s postal address.
