INTRODUCTION
Singapore Citizens Applicants who have met the eligibility criteria may apply for a COC via the link below. All COC applications are to be made online. COC office does not accept walk-in applications. Non-Singapore Citizen Applicants who had appealed successfully for application of Certificate of Clearance, can make payment. All payments are to be made online.
Applicants who are Singapore Citizens
For Singapore Citizens residing in Singapore or overseas, please apply by logging-in via Singpass and completing the online application form together with submission of the required documents. Applicants will be required to make payment online for the application to be processed. The processing time from receipt of application with full documentation, to approval of the application is at least 7 working days. This excludes the time needed for mail preparation and delivery. The processing time will be longer if the documents submitted for the COC application are incomplete or do not meet the requirements as clarifications would be needed. Upon approval of the COC application, the COC will be mailed to the postal address as indicated in the online application form. Applicants are advised to consider the time needed for mail delivery which would vary depending on the location or country of residence.
Applicants who are non-Singapore Citizens
Non-Singapore Citizens may apply for a COC. To apply, please select ‘Appeal by non-Singapore Citizens to Apply for Certificate of Clearance’ and complete the online application form together with submission of the required documents. The details can be found under ‘Appeal by non-Singapore Citizens to Apply for Certificate of Clearance’. Upon successful appeal, Non-Singapore citizens can make payment for their application for Certificate of Clearance.

- Scanned biometric page of applicant’s valid passport
- Scanned Identification Document (ID), front and back
- Scanned or digital passport-sized photograph
- Valid Credit/Debit Card (VISA/MASTERCARD)
- Original hardcopy fingerprint impressions
